Gachagua And Mudavadi’s Roles That Make Them Powerful In Ruto’s Cabinet

During the unveiling of his Cabinet at State House today on September 27th, President William Ruto revealed that after him, the two most powerful State Officers in Kenya will be his Deputy Rigathi Gachagua and the ANC party leader Musalia Mudavadi.

That Mudavadi whom he had promised and given the Prime Cabinet Secretary position will be the third most seniors State Officer and the same will be courtesy of his roles in his administration.

He then announced that two leaders will be tasked with the following functions;

The Deputy President Rigathi Gachagua;

1. Deputize the President in the execution of all Presidential functions that are allowed by the constitution and within the law.

2. Chair Cabinet Committees.

3 . Oversee the implementation of Cabinet decisions across all Ministries and Departments.

4. Coordinate intergovernmental relations between the National Government and the County Governments including chairing the Intergovernmental Budget and Economic Council (IBEC)

5. Act as the liaison between the various Constitutional Commissions and Independent Offices in matters that require the intervention of the National Government including budgets and policy formulation.

6. Coordinate the planning and supervise the implementation of development partners-funded projects.

7. Oversee Public Systems and any other functions as the President may assign him from time to time.

Prime Cabinet Secretary Musalia Mudavadi:

In his own words, the President said that “the office of the Prime Cabinet Secretary will be the third most senior office after the office of the Deputy President and President” and will he will perform the following state out functions;

1. Assist the President and Deputy President in coordination of Government Ministries and State Departments in liaison with the Ministry responsible for Interior coordination.

2 . Oversee the implementation of National Government policies, programs and projects.

3. Chair and coordinate National Government legislative agenda across all Ministries and State Departments.

4. Facilitate Inter-ministerial coordination of cross-functional policies and programs.

5. Coordinate and supervise the technical monitoring and evaluation of Government policies, programs and projects across Ministries.

6. Perform any other functions that the President may assign him from time to time.
