Speaking during a charged public rally, Savula claimed that the legislator targets female headteachers and uses threats of punitive transfers to force them into submission.

The Deputy Governor left the crowd stunned when he bluntly declared:

“Headmistress akikataa kulala na yeye anakua transferred,” Savula alleged, painting a picture of systemic sexual exploitation in Lugari Constituency schools.

He went on to compare his own record as a former MP with Nabwera’s, boasting that academic standards were higher under his leadership, unlike the “declining performance” currently being witnessed.
