Things Get Worse for DIG Lagat as he is Caught Up in CHAN Police Allowances Scandal

As he faces a case challenging his removal from office, Deputy Inspector General of Police Eliud Lagat has been thrust into yet another scandal—this time over the alleged mismanagement of allowances meant for police officers who provided security during the CHAN football matches.

According to official records and accounts from the affected officers, the National Police Service (NPS) had allocated daily allowances of KSh 3,465 for the lowest-ranking police constables deployed to maintain order during the tournament. Each junior officer was supposed to take home approximately KSh 97,000 by the end of the event. Officers of higher ranks, such as Police Constables (PC), were entitled to KSh 7,700 per day—totaling about KSh 215,000 for the 28-day assignment.

However, officers now claim that the promised funds never reached them in full. Some reported receiving only KSh 10,000 for the entire month-long assignment, while others say they were not paid at all. Those who received partial payments allege they were handed the money informally—without signing any records, and in some cases, in the corridors of Vigilance House.

DIG Lagat has been directly linked to the scandal, as the CHAN assignment fell under his docket in his capacity as head of operations at NPS. With KSh 11 million reportedly budgeted for the exercise, officers are demanding answers: Where did the money go?

The CHAN Local Organizing Committee (LOC) has distanced itself from the allegations, insisting it disbursed the funds to NPS. Similarly, the Ministry of Interior has stated that all monies were duly transferred, pointing the spotlight back at Lagat’s office.
