Health CS Susan Nakhumicha led a sensitisation event on the Fourth Medium Term Plan (MTP IV) for 2023-2027 on Monday. The event took place at Kitale National Polytechnic and included PSs Juma Mukhwana from the State Department for Industrialisation and Korir Singoei from the State Department for Foreign Affairs.
The event underscored the government’s dedication to inclusive growth through strategic planning and international collaboration. MTP IV aims to revolutionize key sectors such as finance, production, infrastructure, social services, the environment and natural resources, and governance and public administration.
“MTP IV aligns with international commitments like the UN Agenda 2030 and Africa Agenda 2063, integrating Kenya’s development path with global sustainable development goals,” stated Nakhumicha.
According to the ministry, the Bottom-Up Economic Transformation Agenda (BETA) under MTP IV aims to reduce the cost of living, eradicate hunger, and create 1.2 million new jobs annually. Other objectives include expanding the tax base, improving the foreign exchange balance, and enhancing inclusive growth.
“These goals will be pursued through investments in agriculture, micro, small, and medium enterprises (MSMEs), housing, healthcare, digital infrastructure, and the creative economy,” Nakhumicha explained.
By incorporating global sustainable development goals, MTP IV seeks to ensure that Kenya’s growth is both inclusive and sustainable, promoting equitable development and addressing socio-economic disparities across the nation.
“MTP IV prioritizes investments in constructing water pans and small dams, and developing water harvesting structures in arid and semi-arid regions,” Nakhumicha added.
The plan also emphasizes environmental protection through the Jaza Miti campaign, aiming to plant 15 billion trees by 2032 to protect water towers and enhance environmental conservation.
“We will also implement robust initiatives to promote sustainable waste management practices and enhance pollution control measures,” Nakhumicha stated.
Nakhumicha highlighted significant infrastructure projects planned under MTP IV, such as expanding electricity and internet access. “We plan to construct one million affordable housing units, lay 4,600 kilometers of high voltage transmission lines, and build 37 stations to connect an additional 2.3 million Kenyans and 30,000 public institutions,” she said. “Moreover, an extra 100,000 kilometers of fiber optic cables will be laid as part of the national optic fiber backbone infrastructure programme.”
The government also aims to make healthcare more accessible and affordable under MTP IV. Nakhumicha stressed that access to quality and affordable healthcare remains a priority, with plans to expand the social health insurance scheme focusing on the Afya Bora model, targeting 10.8 million households and improving health infrastructure.
