Since President Uhuru Kenyatta gave Executive Order Number 1 of 2019, which made Interior CS Fred Matiang’i a super CS, by giving powers to oversee all government functions.he has unquestionably been the second most powerful man in the country after the president.
National Treasury CS Ukur Yattani’s new mandate to a couple of other govt ministries concerning the speedy operationalization of the Lamu Port has caused a commotion over the hierarchy in the cabinet bureau, and whether Matiang’i, who has been so quiet lately, still has the powers as before..
Yattani recently issued orders to all government agencies tasked with operationalization of the Lamu Port to beat the May 30 deadline or else there would be trouble.
That is the date on which the port is required to be operational.
State organizations have been attempting to beat the clock to overcome key infrastructural challenges that will assume a critical part in the clearance and transshipment of cargo along the Lapsset corridor.
Yattani coordinated the Kenya Ports Authority (KPA), Kenya Revenue Authority (KRA), Kenya National Highways Authority (Kenha) and Kenya Bureau of Standard (Kebs) to quick track establishment of key infrastructures on site.
Yattani’s order has caused uncertainty and distress inside the cabinet, particularly since it has always the work of CS Matiangi to issue such directives.
